Lead Bid Engineer

Job Description

Working closely with all disciplines in the railway signalling Bids and Tendering department and the wider business, to support delivery of high quality, consistent, winning bids with engineering advice and expertise, and effectively mobilising contracted work to project delivery teams. 

The Bids and Tendering team is a centralised function that is responsible for the delivery of all bids, tenders and pre-qualification questionnaires for Siemens Mobility Limited, ensuring appropriate levels of governance and accuracy are applied to a winning strategy.

What are my responsibilities?
  • Support the creation of winning bids through their full life-cycle from Bid/No-Bid through to customer negotiation and Contract Award, for bids ranging in value from £100k up to £50m+
  • Support the definition and implementation of a winning bid strategy ensuring a breakdown and analysis of tender requirements and assisting with the coordination of all technical aspects of the estimation, risk identification and proposal creation process
  • Preparation and coordination of engineering documentation for bids, ensuring high levels of consistency and quality, that adequately captures our offer, provides an accurate baseline for a future project, incorporates lessons learned, and mitigates company risks 
  • Responsible for the development of contract specific specifications and documents to support bids and tendering activities
  • Responsible for the preparation of all engineering review meeting materials and coordination of the close-out of all actions 
  • Responsible for technical aspects of bids, ensuring they are delivered on time and specification
  • Produce system solutions that are supported, where necessary, with estimate calculations that comply with the contract specification
  • Propose cost-effective system architectures and implementation methodologies to help improve safety, reliability and throughput
  • Ensure engineering aspects of the bid meet customer specifications, safety regulations and design standards
  • Assist Bid Managers in bid preparation and support during client negotiations
  • Support the business leads in pre and post bid submission negotiations with the client encompassing technical, financial and commercial considerations
  • Support the production and delivery of presentations (internal and external to the client) up to senior management level
  • Transfer knowledge from the bids and tendering team to the delivery teams, verifying the tender and achieving scope stability and handover to delivery teams
  • Facilitate improvement of company processes in the Bids and Tendering Department
  • Provide office-based technical back-up and support to Bid Managers
  • Achieve timely communication of all internal reports
  • Ensure Business Management System processes are adhered to
  • Ensure early and continuous integration of the purchasing function into the project
What do I need to qualify for this role?
  • Experience working in an Engineering company, preferably related to railway engineering
  • Technical background in railway signalling and rail sub systems
  • A good understanding, with experience, of the way in which railway-signalling projects are managed and delivered – this is required to influence, monitor, and challenge every aspect of the bid i.e. engineering disciplines, planning and project implementation
  • Degree qualified (or equivalent) in a technically related discipline
  • Ability to influence and negotiate with people at all levels in Siemens Mobility Limited, whilst fostering strong working relationships in a collaborative manner
  • Commercially astute for application when dealing with technical issues with a client
  • Excellent oral and written communication skills 
  • A pro-active individual with high energy levels used to working to challenging deadlines
  • Proficient in the use of Microsoft Word/Excel/PowerPoint/Visio/Sharepoint
  • Institute of Railway Signalling Engineer (IRSE) licensed preferable
