As the Senior Proposals Manager you will be a senior member of the Bids and Tendering department, working closely with all disciplines within the team and the wider business, to ensure delivery of high quality, winning bids, and ensuring these are effectively mobilised to the project delivery team.

The Bids and Tendering function is a centralised bidding team that is responsible for the delivery of bids for Siemens Rail Infrastructure UK business, ensuring appropriate levels of governance and accuracy is applied to a winning strategy.  

What are my responsibilities?
  • Communicating our business capability and plans in compelling bid documentation to make our customer choose us to be their partner and recognise our quality in the scoring we receive
  • Contributing to and implementing winning bid strategies by ensuring all team members are aware of win strategies and these are effectively communicated in our written responses
  • Preparation, review and coordination of compelling tender documentation ensuring high levels of consistency and quality, that captures our offer, provides an accurate baseline for a future project, incorporates lessons learned, and mitigates company risks
  • Relentless focus on the development of our bid writing process and tools to maximise bidding efficiency. Using lessons learned to drive a continuous improvement culture and identifying digital tools to improve bid efficiency
  • Forecasting requirements for writing resources and managing those resources across our bid portfolio to ensure we deliver consistently high scoring responses
  • Leadership of the writing tender team and allocated business resources, influencing and negotiating with people at all levels, including providing progress reports to management
  • Responsible for identifying and training Subject matter experts who can produce consistently high scoring responses
  • Collaborating across Siemens to learn from best practise
  • Production and delivery of presentations (internal and external to the client) up to board level 
  • Responsible for transferring knowledge from the tendering team to the Delivery team, verifying the tender and achieving scope stability and handover to Delivery
  • Facilitating bid meetings to ensure bid teams work effectively with a common understanding
  • Drive consistency across bids by sharing lessons learned with bid managers
What do I need to qualify for this role?
  • Significant bid writing experience from an engineering project based business, in a regulated industry, with experience leading bids in excess of £50m, and managing bid budgets in excess of £1m (essential)
  • Possess a good understanding of the way in which railway-signalling projects are managed and delivered in order to influence, monitor and challenge every aspect of the bid i.e. project management, finance, engineering, planning, delivery and commercial inputs (essential)
  • Commercially astute, and able to structure a bid to present the offer in the best light whilst minimising risk to the business (essential)
  • Possesses sufficient management experience (min. 5 years) and stature to operate at the same level as snr project managers and snr business managers, in order to provide appropriate leadership to tender teams (essential)
  • Strong customer focus, able to manage complex negotiations with the client as appropriate (essential)
  • Matrix management experience in leading teams greater than 20 people, motivating and directing team members to a shared goal (essential)
  • Ability to influence and negotiate with people at all levels within Siemens RI and customer organisations, whilst fostering strong working relationships (up to board level) (essential)
  • High degree of mobility to spend a time away from the agreed ‘base’ office as required (essential)
  • A pro-active high achiever with high energy levels, who is used to working under pressure and to tight/challenging deadlines (essential)
  • Previously, or currently, occupying the position of Snr Bid Manager, Snr Project Manager/Project Director, or Snr/Regional Commercial Manager in an engineering project based business
  • Degree qualified (or equivalent) in a business or technically related discipline
