Remote Executive Business Development and Capture Director

Job Description

We are seeking a driven, results-oriented, independent-thinking individual who enjoys multi-tasking in a fast-paced, challenging, government-facing sales environment.  In this position you will be responsible for identifying, shaping, and capturing "disruptive" new business opportunities between the US Government and Siemens EDA’s leading edge Electronic Design Automation products for developing critical defense microelectronic systems.

The Executive Business Development and Capture Director works in a business development role, coordinating between the various US Government entities and their eco-system; including OSD-A&S, OSD-R&E, Air Force, Navy, Army, Space, DARPA, Intelligence Community, prime contractors, and academia, to bring new EDA solutions to the US Government market. An in-depth knowledge and understanding of key players, government program operations and funding is paramount. In this position you will work closely with Siemens Executives and Sr. Managers to develop multi-level business plans for the growth and development of Siemens’ US Government business. Developing these plans may require knowledge of EDA products and flows, digital engineering concepts and solutions, and US Government security concerns. The candidate must possess strong sales, communication, and program management skills. Travel will be required.

Additional responsibilities include:

·       Develop overall capture strategies, internal and external partnerships, and business execution plans

·       Lead and facilitate winning strategy development sessions including technical, management, teaming, staffing, pricing, etc

·       Collaborate with Divisional Leadership and Technical SMEs to develop solutions that offer customers recognized value, are price competitive, executable and will be evaluated favorably

·       Develop strategies and motivations for integrating Siemens products and solutions to address US Government requirements and strategies

·       Leverage established industry contacts & relationships

The Executive Business Development and Capture Consultant will need to identify, develop, and leverage strong customer and industry relationships with key decision makers and understand the business challenges and technical needs and issues across a broad range of platforms, technologies, and government requirements.

Preferred location: Washington, DC Metro Area; Locations near relevant US Government facilities and other locations will be considered.


  • 15+ years of Federal, DoD business development, capture, and/or operational experience with a proven track record of success in developing a robust pipeline and generating new business opportunities
  • Established contacts within major customers in the Intelligence and DoD Community, e.g., OSD, OSD-A&S, OSD-R&E, Air Force (AFRL, SMC…), Navy (NSWC, NRO, NRL…), Army (AvMC, MDA, ARL…), Space Force, DARPA, IARPA, etc
  • Demonstrated experience engaging with senior executives at government agencies, major prime contractors, and commercial companies
  • Knowledge of the Pentagon and DoD budgeting process
  • Must have a strong understanding of federal acquisition regulations, policies, and contract vehicles
  • Experience working with DoD prime system contractors/integrators
  • MSEE/BSEE with 5+ years electronic design desired
  • Understanding of EDA ASIC/FPGA design and verification flows through semiconductor design and fabrication a plus
  • Able to conceive, write and deliver relevant conceptual or technical presentations to industry conferences, tradeshows, and events
  • Strong business acumen and strategic analysis experience
  • Strong leadership, negotiation, and influencing skills
  • Track record of deliver on complex problems without guidance
  • This position requires employees to be fully vaccinated against COVID-19 unless they are granted a medical or religious exemption
  • Candidate must be a United States citizen and have an active DoD security clearance
