Job Summary

The Business Development Small Business Liaison Officer (SBLO) provides overall leadership and oversight of the company’s Small Business Program as part of the overall contract strategy and execution including outreach initiatives, compliance, industry and government relations, and internal & external communication. The SBLO will provide customer focused business development support focused on small businesses supporting the Federal Government as well as manage mentor-protégé agreements, outreach efforts, metrics and reports, and supporting SBA and DCMA SB Program audits.

Responsibilities

  • Support quarterly updates to Supply Chain Management and Business Development leadership concerning Small Business Metrics for existing IDIQ contracts
  • Monitor the overall subcontract performances of SGT making the necessary adjustments to achieve required subcontracting goals
  • Assist with the creation, maintenance, and execution of a Capture Account Management Plan as it relates to Small Business subcontractors
  • Work with Capture Managers to educate them on Small Business Goals on existing IDIQ contracts to ensure compliance. Develop and promote company/division policy statements that demonstrate the company's/division's support for awarding contract and subcontracts to SB, VOSB, SDVOSB, HUBZone, SDB and WOSB concerns
  • Support Capture Managers in meeting small business goals by building relationships with Small b=Businesses and searching Small Businesses that can be used for IDIQ Task Orders and new RFP's that contain small business goals. Ensuring that procurement packages are structured to permit the small business community to participate to the maximum extent possible.  This includes the adequate and timely consideration of the potentialities of SB, VOSB, SDVOSB, HUBZone, SDB and WOSB concerns in all “make-or-buy” solutioning decisions
  • Support the preparation of customer small business goals reporting in Government tools like eSRS. Provide reports to executives as required
  • Support Task Order Management Approval impact to Small Business metrics
  • Assist with developing and measuring program Key Performance Indicators (KPIs)
  • Identify small business future and current expertise needed in collaboration with business users and stakeholders
  • Lead supplier Teaming Agreements and NDA execution
  • Access various sources for the identification of small and small disadvantaged businesses, WOSBs, HUBZone small businesses, VOSB(s), and SDVOSB(s), to include the SBA's PRO-Net and SUB-Net Systems, the National Minority Purchasing Council Vendor Information Service, the Office of Minority Business Data Center in the Department of Commerce, local small business and minority associations, contact with local chambers of commerce, and federal agencies' Small Business Offices
  • Support overall proposal development efforts for Small Business Plans as required in Customer Request for Proposal (RFP)
  • Build relationships with Government Small Business Administrators for areas of Siemens strategic locations to assure inclusion of the small business community in all solicitations for products or services, which they can provide. This includes the counsel and discussion of subcontracting opportunities with representatives of SB, VOSB, SDVOSB, HUBZone, SDB and WOSB firms
  • Attend or arrange for attendance at Business Opportunity Workshops, Minority Business Enterprise Seminars, Trade Fairs, etc. for SGT area of interest
  • Counsel, directly or indirectly, SB, VOSB, SDVOSB, HUBZone, SDB and WOSB concerns on subcontracting opportunities and how to prepare bids to the company
  • Coordinate with diversity program administrators in other affiliated companies to share information on best practices in GSA and commercial plan management, to share potential suppliers falling onto the target categories, and to alert suppliers to opportunities at SGT
  • Create the SGT structure to identify, evaluate, and select Small Businesses to participate in SGT Mentor-Protege Program
  • Coordinate the conduct of SGT's activities involving its small business subcontracting program
  • Develop and maintain bidders lists of SB, SDB, WOSB, HUBZone SB, VOSB, SDVOSB concern
  • Ensure the establishment and maintenance of records of solicitations and subcontract award activity
  • Coordinate SGT’s activities during the conducting of compliance reviews by Federal agencies
  • Coordinate the conduct of SGT’s activities involving its small business subcontracting program
  • Fulfill all the requirements for Large Business Prime Contractors with Subcontract Plans, as outlined in FAR 52.219-9
  • Ensure that small business, SDB, WOSB, HUBZone small business, VOSB, and SDVOSB concerns are included on the bidders’ list for every subcontract solicitation for products and services they can provide

Security Clearance

  • Candidate must be a United States Citizen with the ability to obtain and maintain a U.S. Government Security Clearance
