Project Operations Officer- Rolling Stock

Job Description

Siemens Mobility is seeking a professional Project Manager / Project Operations Officer (POPS) with a consistent record of prioritizing and handling sophisticated projects. The Project Operations Officer (POPS) is responsible for coordinating the project (Rolling Stock projects with a dedicated POPS are ranging from $300M to $1000+M in value and durations from 3-6 years) from an overall perspective, focusing mainly on project management processes, tools and methods and facilitating communication between all project team members. The POPS is responsible for the creation and submittal of all project plans and documentation according the Contract Data Requirements List (CDLR). .The POPS will collaborate with the team at a large manufacturing facility where project management, engineering, procurement, and manufacturing are co-located and will implement projects for North American customers in a matrix organization with a primary team of 10 to 20 people. This position works with the Projects Director or the Vice President of Passenger Coaches and Trainsets.

Responsibilities

  • The Project Operations Officer tackles interpersonal and operational responsibility for the project management topics specified below and supports the project director/manager for projects assigned.

  • The Project Operations Officer is part of the project core team
  • Proactively handle changes in project scope, identify potential problems, devise contingency plans
  • Detail and implement the project management processes (e.g. PMP) required by the customer contract and Rolling Stock in consultation with the project director/manager
  • Coordinate authorities (in the above areas of responsibility) to ensure optimum control of the project and therefore to achieve the project objectives
  • Review the progress of work in their area of responsibility in relation to the project objectives
  • Ensure that the interfaces relating to multi-functional topics in their area of responsibility are coordinated in order to ensure that the project runs efficiently
  • Identify and handle risks and opportunities for their subproject
  • Actively participate in all PM achievement meetings for the project
  • Actively participate in the risk/opportunity workshops for the project
  • Agree objectives with subproject team members and delegate defined responsibility and authority
  • Support dialog between projects (best practice sharing, lessons learned)
  • Drive project schedule for design, project achievements (applying Siemens’ turning point methodology) with a focus on project documentation submittals
  • Optimally communicate and lead project expectations to team members and partners in a timely and clear fashion
  • Develop and deliver monthly project reports, customer progress reports, customer change proposals, and presentations to management and internal/external customers
  • Coach, mentor, empower and supervise project team members and contractors; influence them to take positive actions to forward the project in their assigned scope

Required Knowledge/Skills, Education, and Experience

  • Education: Bachelor's degree
  • Experience: A minimum of 3 years of successful project management experience in sophisticated projects in rail vehicle manufacturing, heavy industrial manufacturing or similar industries
  • Excellent technical, oral and written communication skills; must be able to demonstrate presentation skills
  • Frequent travel: POPS will travel occasionally for customer visits and project management meetings

Preferred Knowledge/Skills, Education, and Experience

  • Bachelor’s degree in business administration, mechanical engineering, electrical engineering, or other engineering degree relevant to rail, locomotive and rail car manufacturing
  • proven ability related to the manufacturing of rail vehicles or heavy machinery preferred
  • Technical or commercial experience with rail vehicle project management, engineering, manufacturing
  • Project management certification via PMI PMP certification is a plus
  • Technical experience with complex products/projects and system integration also considered
