The Opportunity

Reporting to the Project Director, the Communications Manager is responsible for planning and overseeing the maintenance activities for the communications network in the GTA-West territory, and providing leadership and guidance to a team of S&C Supervisors and their technicians for the territory assigned. The Communications Manager works in close collaboration with the Signals Manager and the Project Director to ensure customer satisfaction is attained through good performance on all the pre-established key performance indicators (KPI’s) for Centralized Traffic Control and Road Crossing performance, in order to maintain a safe and fluid railway operation. This position is based on the West end of the Greater Toronto Area.

Key Responsibilities and Functions

Human & Material Resources Management

  • Work with the Project Director and the Signals Manager to hire a team of Signals and Communications Supervisors to manage the day to day needs of the territories.
  • Hire and evaluate communications technicians, providing them with leadership and regular face-to-face mentoring through presence in the field to review their territories and work practices.
  • Work with the S&C ATP Trainer and S&C OJT Trainer to validate employee knowledge and update the training based on observations and forward-looking needs.
  • Oversee the execution of the work performed by a team of communications technicians to maintain the overall communications network, ensuring all the proper instruments, tools and resources are regularly made available to employees to successfully carry out the work.
  • Validate all the pertinent details for every trouble call are properly captured by the employees responding to it in the corresponding trouble ticket.
  • Ensure proper communications asset inventory levels are made available based on territory needs and that all the material used is properly accounted through all the maintenance service orders.
  • Ensure all communications-based testing is completed within their prescribed intervals and the tests are properly recorded and safely stored.
  • Develop a process to keep accurate records of the software and firmware versions used on all the territory equipment and ensure they are in accordance with the client’s compliance matrix. Maintain a repository of pertinent configuration files, in the event they need to be reloaded.
  • Interact with the GTCS implementation group to understand their pre-implementation testing, potential risks to the operations and potential implications to the communications network maintenance going forward.
  • Validate and approve payroll information for communications technicians using the company’s timekeeping system, ensuring the workforce’s time is being properly utilized. Ensure Supervisors are using adequate cost controls to stay within budget.
  • Develop an efficient escalation process with the team and assist during the more difficult trouble calls and outages, to ensure they are efficiently resolved and the client is kept informed throughout the process.
  • Address escalating issues raised by the Supervisors regarding communications technicians performance or discipline, in conformance with the collective bargaining agreement and applying a method of progressive discipline when required.

Safety & Compliance Management

  • Drive compliance with SCP’s and GI’s in order to reinforce quality assurance, performance, and testing timeliness.
  • Take a leadership role in finding proactive solutions that would lead to possible improvements in our maintenance operation and reliability, and/or our client’s train operations.
  • Ensure that good quality safety and efficiency tests (PMRC audits) are being completed on a regular basis on all employees, to ensure steady compliance of employees with the standards and work safety rules.
  • Ensure that employees’ training and records of qualifications are maintained up to date.
  • Ensure that all operations are executed in compliance to Federal, Provincial and Corporate safety policies, along with Canadian Rail Operating Rules (CROR) and Transport Canada regulations.
  • Investigate thoroughly all incidents, accidents, rules, or work procedure violations and produce a formal report to upper management and the client. Take appropriate measures in conjunction with upper Management, the client and Human Resources.
  • Act as an employer representative on the Health & Safety committee.

Client Relationship Management

  • Interact with the client on a regular basis to understand their needs and requirements and keep them up to date on territory activities and any issues that may arise.
  • Build rapport with the client’s Signal Specialists, Rail Traffic Controllers and their Capital Planning group.
  • Gather, organize and provide the client with the information required as per our contracts or upon need (audit reports, etc.).
  • Provide SMO Management with regular updates on maintenance activities and client satisfaction.


Required Skills and Qualifications

  • At least 5 years of North American railway signals and communications maintenance experience (ATCS radio network equipment, including BCP, WCP and LTE)
  • College diploma in a related field (ex: electronics/telecommunications/electrical engineering) or equivalent experience
  • Completion of Class I railway signal technician training apprenticeship or equivalent
  • Mobilizing leadership and strong organization skills
  • Comprehensive working knowledge of grade crossing standards, signal and communication systems and railway S&C standards, specifications and procedures;
  • CROR an asset
  • Valid driver’s licence required
  • Ability to maintain relationships with clients
