We are looking for an Engineering Test Manager for Railway Infrastructure

The Objective of the Engineering Test Manager is to act as an expert in the field of railway application software testing by ensuring that the testing requirements for the respective delivery projects are delivered within time, budget and of high quality. This role is responsible for ensuring that the needs of the stakeholders and customers are understood and that the testing activities undertaken for the specific applications follow these requirements. The Engineering Test Manager will act as an interface between stakeholders, project managers, design, installation, commissioning, RAMS, V&V1 and their own testing team, to ensure that these needs are aligned, rationalized and achieved. This role will be responsible for the management of this meaningful interface for all the testing projects and will play the role of an expert within the Technical Assurance function of the business, that includes RAMS, V&V and Testing. The Engineering Test Manager will support the project manager by planning, supervising, ensuring and reporting appropriate testing activities. This includes but is not limited to functional data testing, system testing, integration testing of application data and/or software, and the management of test laboratory and the testing professionals. The Engineering Test Manager will report to the Head of Technical Assurance.

Key Responsibilities

  • Test Strategy and Planning: Involve at the tender and later phases of the system engineering lifecycle and create comprehensive test strategies, overall plans, and allocate resources effectively for testing activities.
  • Execution and Supervision: Supervise and monitor specific application testing activities in house and if required by the project, provide the vital support for commissioning activities at project sites, ensuring adherence to safety protocols and railway signaling standards.
  • Test and Documentation: Supervise the preparation of detailed testing procedures, technical specifications, and related documentation.
  • System Integration: Support the integration of various systems across signalling, onboard, trackside, power supply, and telecommunications.
  • Quality and Safety Assurance: Ensure compliance with local regulations, professional standards, and EHS (Environment, Health, and Safety) requirements. Implement a common and auditable approach in the identification of testing requirements, their implementation, and the demonstration of compliance with those requirements. To follow current best practice, including relevant legislation, standards (e.g. CENELEC 50126/50128/50129 etc.) and guidelines.
  • Collaboration: Work with multi-functional teams, collaborators, clients, and contractors for successful project delivery.
  • Test Laboratory Management: Offer comprehensive guidance on the establishment and effective administration of the laboratory.
  • Team Management:
    • Have budget responsibility for the test team.
    • Act as a mentor for the reporting team leaders.
    • Provide management, guidance and direction for Junior Staff with the development of testing deliverables and provide feedback on their work.
    • Ensure training needs are identified for the team, and the required trainings are arranged in coordination with the training coordinator.
    • Ensure the business productivity targets for the team are achieved by planning and allocation of right members of the team to the right tasks.
    • Report project status and raise any issues to the Head of Technical Assurance on a timely manner
    • Contribute to the team Objectives and Key Results and provide action plan to achieve them.

Essential Skills & Qualifications

  • Education: A Bachelor's degree in Electronics and Communication Engineering or a related field is typically the minimum requirement.
  • Experience: Demonstrated experience in railway signalling and telecommunications application software/data testing, integration and functional testing.
  • Technical Knowledge: Deep knowledge of the technical principles of sophisticated ETCS, Control Systems, Interlocking, Train Detection and CBTC system architectures and signalling principles, network analyzers, and safety regulations is crucial. Solid understanding of ISO9001, CENELEC EN50126, EN50128, EN50129 and their implementation in a safety development environment is required together with an understanding of the application of the quality, safety, testing and V&V techniques applicable to system, hardware and application software design and testing. Good understanding of manual and automated testing of application software/data.
  • Management Skills: Strong leadership and project management skills to lead testing teams and handle project risks.
  • Certifications: Specialized certifications in networking, telecommunications, or specific railway technologies can be beneficial.
  • Tools: Competence in the use of Microsoft Office packages (WORD, EXCEL, POWERPOINT etc). Competence in the use of tools in an application software test environment.

Desirable Skills

  • Previous work experience in the rail industry or in any major railway programme with respect to the application software/data testing of complex turnkey mainline or mass transit railway projects
  • Understanding and application experience of verification and validation techniques including an appreciation of signalling principles testing
  • Understanding of systems configured by application data and data preparation tools
  • Experience of setting up test laboratory for functional, integration testing is desirable. Experience in installation, testing, commissioning, and maintenance will be an advantage but not mandatory
  • Knowledge of all the phases of the engineering lifecycle as prescribed in the CENELEC EN5012x standards.
  • Experience of DOORS Requirements Management Databases
  • Experience of configuration management methods/tools

The Engineering Test Manager must possess personal qualities that enable them to:

  • Supervise any staff under their control and ensure that the quality and progress of their work meet the project requirements
  • Be resilient and resourceful in order to complete the job and get it done as quickly as possible (without impacting quality)
  • Be honest and realistic in stating claims or estimates based on available data
  • Maintain a professional working relationship with all staff at all times
  • Provide assistance and support to other staff
  • Seek, accept, and offer honest criticism of technical work, to acknowledge and correct errors, and to credit the contributions of others
  • Maintain and improve technical competence and to undertake tasks only if qualified by training or experience, or after disclosure of pertinent limitations
  • Improve the operating work environment. This includes identification of areas of improvement but more meaningfully the offering of solutions and actions
