Introduction

At Siemens, our People & Organization (P&O) team plays a vital role in shaping the future of work. We are now seeking a dynamic and experienced Country P&O Head for Pakistan to lead our people agenda across all Siemens businesses in the country.

This is an exciting opportunity to take on a high-impact leadership role and drive Siemens Pakistan’s workforce strategy in alignment with our global vision for innovation, digitalization, and sustainable growth.

As Siemens Pakistan (SPAK) is a publicly listed company on the Pakistan Stock Exchange, the Country P&O Head will play a key role in managing people and governance processes that meet the requirements of a listed entity. These responsibilities demand special attention, accuracy, and a high degree of professional integrity and discretion.

Your Role – Strategic, Local, and Business-Centric

As the Country P&O Head, you will serve as the primary P&O leader for all Siemens entities operating in Pakistan. You will work closely with business and functional leaders to deliver a people strategy that supports business priorities while upholding Siemens’ values and leadership principles.

Your key responsibilities will include:

  • Partner with country and functional leadership teams across all Siemens businesses in Pakistan to align the people strategy with business goals.
  • Drive and localize global and regional P&O initiatives, ensuring relevance and impact within the Pakistani market context.
  • Lead initiatives related to organizational development, workforce planning, capability building, succession management, and change readiness.
  • Champion employee engagement and talent development programs, including the implementation and follow-up of Siemens Global Engagement Survey (SGES) action plans.
  • Ensure compliance with local labor laws, employment regulations, and Siemens’ internal governance standards. Lead HR audits, manage HR risks, and promote fair and ethical employment practices.
  • Oversee the delivery of operational P&O services in collaboration with Global Business Services (GBS), including payroll, onboarding, benefits administration, and employee data management.
  • Foster a culture of performance, inclusion, and psychological safety, and support diversity and equity initiatives in line with Siemens’ global and regional priorities.
  • Given that Siemens Pakistan (SPAK) is a listed company, ensure compliance with corporate governance regulations and statutory requirements applicable to listed entities.
  • Support HR-related disclosures and reporting, prepare documentation and insights for the regular HR Committee, and maintain close alignment and collaboration with the Board of Directors and its relevant committees on people and governance matters.
  • Manage matters related to the Employees’ Old-Age Benefits Institution (EOBI) and the relevant Welfare Board, ensuring compliance with applicable laws and timely execution of responsibilities.
  • Manage the Annual Workers Profit Participation Fund (WPPF) in accordance with statutory requirements and Siemens’ internal policies.
  • Ensure consistency and alignment of all HR policies and practices with Siemens’ global internal guidelines as well as local labor laws and regulations.
  • Ensure preparation and presentation of personnel-related policies, initiatives, and matters to the Board of Directors as a member of the HR Committee.

Your Profile – Experienced, Strategic, and Pakistan-Savvy

To succeed in this role, you will combine strong P&O leadership capability with deep business acumen and a thorough understanding of the local labor market.

What we’re looking for:

  • A degree in Human Resources, Business Administration, or a related field; HR certifications (e.g., SHRM, CIPD, PHR) will be an advantage.
  • 10+ years of progressive HR/P&O leadership experience, preferably within multinational or matrixed organizations.
  • Proven success in developing and executing country-level HR strategy and managing complex people operations.
  • Strong understanding of Pakistan’s labor laws, employment regulations, and cultural dynamics.
  • Experience managing HR responsibilities in a publicly listed company or regulated corporate environment will be a distinct advantage.
  • Excellent communication, coaching, and stakeholder management skills – able to influence, collaborate, and build trust at all levels of the organization.
  • High integrity, strategic thinking, and a solution-oriented mindset.
  • Excellent command of English (Urdu proficiency is an asset) and strong interpersonal skills to engage effectively across diverse teams and stakeholders.
