The position of Head of the Center of Competence (CoC) and Software Business Unit in Portugal is a crucial leadership role within Siemens Mobility (SMO), acting as the main disciplinary leader and strategic facilitator of the CoC as a whole. This role connects local operational excellence with entrepreneurial thinking and global strategic vision, fostering a culture of innovation, sustainable growth, and continuous improvement across the organization.

Responsibilities

Strategic Leadership, Entrepreneurial Thinking, and Disciplinary Management
  • Ensure the strategic leadership of the CoC in line with the vision of SMO, SMO SW, and SMO Portugal (PT).
  • Define and drive the CoC growth strategy aligned with the needs of the legal entities that constitute the business unit.
  • Lead the transformation of the CoC into a strategic and innovation hub, delivering professional services of excellence, aimed at supporting and shaping the future of the global business unit.
  • Guarantee local disciplinary management of the entire organization that constitutes the business unit in Portugal.
  • Act as the local liaison for legal entities (HaCon, eos.uptrade, Sqills and others.), ensuring strategic alignment and operational cohesion.

Strategic Planning and Reporting
  • Prepare and manage the annual budget, ensuring the CoC’s competitiveness in the organization’s international landscape.
  • Prepare and conduct monthly management reports for the CoC.
  • Identify and monitor KPIs that reflect the financial, operational, and organizational performance of the CoC.

Talent Management and Development
  • Develop and execute, in partnership with People & Organization (P&O), effective recruitment strategies aligned with the global needs of the legal entities and the business unit.
  • Identify and implement retention measures in coordination with P&O and existing guidelines.
  • Promote a culture of continuous learning and professional development.
  • Create career progression and development paths for CoC members.
  • Define preventive and mitigation actions based on the results of the SGES (Siemens Global Employee Survey).

Organizational Integration and Best Practices
  • Ensure efficient resource management across the CoC organization.
  • Systematically gather input from headquarters and the local SMO organization.
  • Research and implement best practices from technology hubs in Portugal.
  • Work with the Quality Management department to integrate and maintain the CoC within the SMO Quality Management System.
  • Ensure, together with the EHS department, compliance with all SMO Portugal rules and regulations within the CoC.

Stakeholder Management and Communication
  • Establish and maintain effective communication channels with headquarters.
  • Build strong relationships with legal entities and relevant departments.
  • Represent the CoC in cross-functional meetings and initiatives.
  • Communicate achievements, challenges, and needs of the CoC to various stakeholders.

Continuous Improvement and Innovation
  • Systematically collect feedback from local teams and drive organizational improvements.
  • Implement data-driven approaches for process optimization.
  • Encourage critical thinking and problem-solving within the CoC.
  • Identify opportunities for efficiency and cost optimization.
  • Lead transformation initiatives to enhance the CoC’s capabilities and service offerings.

Profile Requirements
  • Education: Master’s degree in Management, Engineering, Computer Science, or related field (MBA is a plus).
  • Leadership and Software Development Experience: Proven experience in leadership roles, ideally in a software development environment, with a strong track record in managing and developing multidisciplinary teams.
  • Business Acumen: Excellent understanding of business and experience in strategic planning, budget management, and financial reporting for organizational units of significant size.
  • Visionary and Entrepreneurial Mindset: Ability to define and communicate a clear strategic vision aligned with the organization’s global objectives. Proactive, innovative, and opportunity-oriented approach focused on sustainable growth.
  • Analytical and Data-Driven Profile: Strong analytical ability to synthesize complex information, high aptitude for data analysis, performance measurement (KPIs), and using insights to support decision-making and drive continuous improvement.
  • Talent Management and Development: Experience in creating and implementing integrated strategies for talent acquisition, retention, and development. Proven ability to foster a culture of continuous learning and professional growth.
  • Collaborative Spirit: A natural collaborator, comfortable working in a matrix structure and building bridges between departments and entities.
  • Communication and Stakeholder Management: Excellent oral and written communication skills, with the ability to interact effectively with diverse stakeholders, from headquarters to local teams. Proven competence in building strong relationships, negotiation, and institutional representation.
  • Language Skills: Fluent in English (spoken and written). Knowledge of German will be valued.
