Your Roadmap
As a Deputy Project Manager (Onshore), you act as second-in-command and assume delegated authority as defined in the Project Management Plan, ensuring continuity of leadership when required. You support the Project Manager Onshore and consortium manager in the successful execution of the project, to ensure that project objectives (time, cost, functionality, and quality) are achieved onshore, while maintaining strong customer relations and ensuring alignment with overall project governance defined with project manager Onshore and offshore.
. Your main responsibilities are:
- Assist in developing and maintaining the project plan (scope, schedule, cost)
- Monitor progress, milestones, and deliverables
- Support corrective actions when deviations occur
- Act as backup for the Project Manager
- Take over coordination, decision follow-up, and reporting when needed
- Support preparation and facilitation of project meetings
- Ensure proper information flow across all interfaces
- Prepare project reports (progress, risks, KPIs)
- Maintain documentation (plans, action lists, minutes, deliverables)
- Track actions and ensure follow-up with responsible persons
- Maintain the risk register and action plans
- Support escalation when required
- Support resource planning and workload follow-up
- Monitor budget consumption and schedule adherence
- Assist in contract and change management topics
- Ensure deliverables comply with contractual, technical, and process requirements
- Support reviews, audits, and milestone validations
- Assist in managing customer and partner relationships
- Prepare communication for governance bodies (Steering Committee, Project Board)
- Ensure alignment with the Project Manager on project objectives and priorities
- Coordinate with offshore PMO for reporting, planning, and governance processes
- Ensure consistent application of project management standards and tools
- Support integration of onshore and offshore project activities
- Ensure transparent reporting to Project Manager and Steering Committee.
- Consolidate onshore inputs into overall project reporting.
- Maintain clear documentation of decisions, actions, and issues.
Keys to Success
As a Deputy Project Manager, you shall possess a balanced combination of project management expertise, and strong interpersonal skills to effectively support the Project Manager and ensure the successful execution of project activities. The role requires the ability to coordinate complex interfaces between onshore and offshore teams, manage customer interactions, and ensure alignment with project objectives, processes, and contractual commitments. In addition, you must as a DPM demonstrate leadership capabilities, a structured and analytical mindset, and a strong focus on quality, safety, and stakeholder satisfaction.
Your main Key competences include:
- Project Management: at least 10 years of experience as a Project Manager or Engineering Manager in railway signaling companies in particular, with a solid knowledge of planning, monitoring and controlling (scope, schedule, cost, quality), including risk and opportunity management
- Technical understanding: a degree in Engineering, Natural Sciences, or equivalent, and a good awareness of project systems, installation, testing and commissioning activities, and interface with engineering and safety deliverables
- Stakeholder management: ability to interact effectively with customers, partners, suppliers, and authorities in a multicultural environment
- Communication skills: Fluent in Arabic, French, and English, a strong written and verbal communication, with the ability to lead meetings, report clearly, and manage expectations.
- Leadership and coordination: capability to coordinate multidisciplinary teams and act as backup to the Project Manager
- Organizational skills: structured approach to planning, prioritization, and multitasking across multiple workstreams
- Commercial awareness: basic understanding of project financials, cost control, and contractual aspects (claims, variations)
- Quality and safety mindset: strong commitment to compliance with standards, processes, and HSE requirements
