Summary:

The Quality Manager in Site is responsible for ensuring that all project deliverables meet the highest quality standards, in strict alignment with client requirements, contractual obligations, and internal processes. This role is pivotal throughout the project lifecycle—from planning and mobilization to commissioning and handover—acting as both a leader and subject matter expert for all quality-related matters.


Primary Responsibilities

Planning / Start-up / Mobilization

  • Develop the project-specific Quality Plan, QA/QC procedures, and Inspection & Test Plans (ITPs), ensuring alignment with client and subcontractors.
  • Define inspection points and test requirements with subcontractors.
  • Implement the Quality Management System (QMS) and integrate relevant interface partners (e.g., environmental protection, health & safety).
  • Plan and participate in audits and assessments, including supplier/subcontractor audits.
  • Validate that technical documentation incorporates all quality requirements.
  • Ensure quality gates (assurance reviews) are integrated into the master schedule in coordination with the Scheduler.
  • Initiate and deliver quality training and awareness sessions for project staff.

Implementation / Construction & Installation

  • Support the preparation of technical specifications (RFQs, Statements of Work, etc.).
  • Provide guidance to Site Managers and the project team within the field of competence.
  • Support the Project Manager in handling customer quality requirements and participate in reviews and status meetings.
  • Ensure project execution follows defined processes and guidelines.
  • Identify and report quality issues, qualification gaps, and recommend corrective measures.
  • Monitor site inspections, testing, and ensure traceability of materials and welds.
  • Coordinate with subcontractors for quality compliance and manage non-conformance reporting and corrective actions.
  • Draft quality reports in accordance with project quality gates.
  • Coordinate with specialists to close punch lists.

Commissioning & Delivery

  • Verify completion of test documentation and assemble QA dossiers for final delivery, coordinating with Document Controller and subcontractors.
  • Audit system quality handover packages and ensure all quality documentation and as-builts are complete.
  • Support client audits and final acceptance, validate test reports and certificates, and oversee the review and acceptance of final quality dossiers.

Leadership & Cross-functional Collaboration

  • Lead and/or coordinate the entire project quality team (internal/external).
  • Ensure cross-functional cooperation with Procurement, Logistics, R&D, Engineering, Manufacturing, Service, and suppliers to achieve quality business goals.
  • Adapt and provide a project-specific management system, including documentation, regulations, methods, and IT tools, following a risk-based approach.
  • Ensure professional non-conformance management and drive lessons learned across projects.
  • Coach project team members in agile/lean methods and may act as SCRUM master in agile projects.
  • Select and implement innovative digital solutions to improve project quality.
  • Ensure quality improvement methods (e.g., 8D, RCA, FMEA) and process performance management are applied.
  • Contribute to project planning to ensure quality requirements are considered from the sales phase onward.

Site Responsibilities

  • Ensure the correct implementation of the company’s quality system on site, based on the approved Quality Plan.
  • Ensure compliance with installation and testing procedures at site, warehouses, and other facilities.
  • Ensure measuring and testing equipment is functioning, calibrated, and/or verified.
  • Verify and ensure proper completion of field quality records (protocols) for installation, testing, inspections, and non-conformities.
  • Supervise contractor installation and testing activities, report deviations, and follow up on corrective actions.
  • Support field supervisors in quality management matters.
  • Conduct inspections/audits of construction, testing activities, and equipment reception, issuing inspection reports.
  • Deliver quality training and awareness talks for site personnel.

Authority

  • Immediately inform the Construction Manager and Project Manager of serious quality issues and recommend process stoppage if necessary.
  • Support the Construction Manager to ensure all quality processes and tests are performed as per contract requirements.

Qualifications & Requirements

  • Bachelor’s degree in Engineering or a related field (Quality, Construction, etc.).
  • Minimum 5 years’ experience in quality management for large-scale construction and/or infrastructure projects.
  • Specialized studies or training in construction quality management.
  • Strong knowledge of ISO 9001:2015.
  • Proficient in MS Office suite.
  • Intermediate English proficiency.
