The Cost Value Engineer (CVE) for the Industrial Steam Turbines Aftermarket is responsible for developing accurate, transparent, and competitive cost structures for spare parts, repairs, overhauls, and modernization solutions across Siemens and non-Siemens turbine fleets. The role requires deep technical understanding, analytical strength, and cross-functional coordination to support the sales organization and improve business profitability.

Key Responsibilities
1. Spare Parts Costing

Prepare detailed costing for turbine and Balance-of-Plant (BOP) spare parts, including consumables, critical components, and assemblies.
Analyze drawings, specifications, BOMs, and historical data to derive accurate cost figures.

2. Database Management

Develop, update, and maintain a centralized cost database for:

All Siemens & Dresser-Rand Industrial Steam Turbine part numbers
Entire installed fleet spare parts records
Standard cost benchmarks and supplier cost data


Ensure data accuracy, traceability, and quick retrieval.

3. Sales & Proposals Support

Provide timely and accurate spare parts costing to the sales and proposal teams, enabling competitive and compliant quotations.
Support bid teams with cost clarifications, breakdowns, and optimization options.

4. Multi-OEM Costing Capability

Estimate the cost of spare parts, turbine systems, and BOP components for other OEM makes (e.g., Triveni, Siemens-Westinghouse, Ingersoll Rand, etc.).
Reverse‑engineer cost structures using drawings, samples, operating data, or site inputs.

5. Mods & Upgrades (M&U) Costing

Support with cost estimation for modernizations and upgrades across Siemens and non-Siemens installed base.
Prepare cost models for component redesign, efficiency enhancement packages, and control system upgrades.

6. Repair & Overhaul Cost Evaluation

Build and maintain cost databases for repair, refurbishment, and complete overhauls.
Evaluate workshop repair costs, machining operations, NDT, welding, coating, and special processes.
Work with service execution teams to include realistic labor, tooling, and logistics costs.

7. Stakeholder Coordination
Work collaboratively with internal and external stakeholders:

Internal: Sales/Proposals, Engineering, SCM, Order Management, Service Execution, Finance
External: Suppliers, vendors, repair shops, and customers
Participate in technical-commercial discussions to validate feasibility and costing assumptions.

8. Cost Model Accuracy & Profitability

Develop accurate and reliable cost models that enable proper pricing decisions.
Support pricing strategy discussions with transparent cost drivers, risk buffers, and sensitivity analyses.
Monitor variance between estimated and actual costs to identify improvement areas.

9. Cost Optimization & Value Engineering

Identify and drive cost reduction initiatives including:

Localization and alternate sourcing
Standardization of parts
Design‑to‑cost improvements
Repair vs. replace evaluations


Work with procurement and engineering to develop target costs and cost-down roadmaps.

10. Technical Competence

Should have strong knowledge of:

Steam turbine components & assemblies
BOP systems (governor valves, oil systems, couplings, gearboxes, auxiliaries)
Manufacturing and machining processes
Materials, metallurgy, and repair technologies


Ability to read engineering drawings, specifications, and process sheets.


Required Qualifications

Bachelor’s degree in Mechanical/Industrial Engineering (Master’s preferred).
7–10 years of experience in aftermarket cost engineering, value engineering, spare parts costing, or service engineering.
Experience with steam turbines or turbomachinery is a strong advantage.
Proficiency in SAP, MS Excel, and data analysis tools (Power BI preferred).
