Introduction

At Siemens, our People & Organization (P&O) team plays a vital role in shaping the future of work. We are now seeking a dynamic and experienced Country P&O Head for Romania to lead our people agenda across all Siemens businesses in the country.

This is an exciting opportunity to take on a high-impact leadership role, enabling our global P&O strategy.


Your Role

As the Country P&O Head, you will serve as the primary P&O leader for all Siemens entities operating in Romania. You will work closely with the P&O ecosystem and local leadership to drive outstanding people experience.

Your key responsibilities will include:

  • Lead and Develop a Team of People Partners: Guide, mentor, and develop a team of People Partners, fostering a collaborative culture and ensuring consistent delivery of people experiences.
  • Localize and Implement Global P&O Strategy: Adapt and implement global People & Organization (P&O) processes, policies, and experience standards to align with local country regulations.
  • Drive Simplification and Digitalization: Contribute to the simplification and standardization of P&O processes to facilitate digitalization efforts, providing valuable input and feedback to the global and regional teams.
  • Provide Expert P&O Guidance: Offer daily guidance and support to employees and leaders on complex P&O matters that require human intervention beyond automation or AI.
  • Foster Cross-Business Collaboration: Act as a central point of contact within the country, connecting and harmonizing various businesses and ensuring cohesive P&O practices.
  • Manage Employee Relations: Oversee and resolve employee relations issues, including case management, conflict resolution, and addressing employee concerns effectively.
  • Ensure Compliance and Risk Management: Ensure compliance with local labor laws, employment regulations, and Siemens’ internal governance standards. Lead HR audits, manage HR risks, and promote fair and ethical employment practices.
  • Oversee P&O Service Delivery: Oversee the delivery of operational P&O services in collaboration with Global Business Services (GBS), including payroll, onboarding, benefits administration, and employee data management.
  • Promote Inclusive Culture: Foster a culture of inclusion and psychological safety, and support diversity and equity initiatives in line with Siemens’ global and regional priorities.


Your Profile – Experienced, Digital Focused, and Romania-Savvy

To succeed in this pivotal role, you will be a forward-thinking P&O leader who seamlessly integrates digitalization and human touch. You'll combine strong P&O leadership capability with deep business acumen and a thorough understanding of the local labor market, always looking for opportunities to leverage technology for efficiency and enhanced people experience.

What we’re looking for:

  • A degree in Human Resources, Business Administration, or a related field;
  • 7+  years of progressive HR/P&O leadership experience, preferably within multinational or matrixed organizations, with a demonstrated track record of leveraging digital solutions in P&O.
  • Demonstrated experience with HRIS platforms, analytics tools, and other digital P&O technologies (e.g., AI in HR, automation) to drive efficiency and data-driven decision-making.
  • Proven success in developing and executing/ managing complex people operations, and driving digital transformation initiatives within HR.
  • Strong understanding of Romania's labor laws, employment regulations, and cultural dynamics, coupled with an ability to apply digital tools for compliance and reporting.
  • Excellent communication, coaching, and stakeholder management skills – able to influence, collaborate, and build trust at all levels of the organization, including effectively communicating digital P&O roadmaps.
