Position Overview:

As a Rolling Stock Bid Manager, you won’t just manage proposals; you’ll play a central role in developing competitive, high-quality bids that shape communities and impact millions of lives across North America.
This is a highly visible role where your project management skills, technical understanding, and bid experience directly influence the success of major opportunities. You will drive collaboration across functions, align strategies, and ensure that all inputs come together into a competitive, well-structured offer.

What your day may look like:
- Take responsibility for the preparation and execution of Rolling Stock bids, ensuring strategy, planning, and milestones are aligned.
- Facilitate alignment across the extended bid team to ensure high-quality, efficient, and timely contributions.
- Manage risks and opportunities: Identify key differentiators, risks, and opportunities, and propose strategies to enhance competitiveness.
- Promote continuous improvement by collecting and applying lessons learned and best practices from past bids.
- Present progress and outcomes in reviews with senior management and act as a central point of contact for internal and external stakeholders.
To thrive in this role, you have:
- A bachelor’s degree in engineering, business administration, or a related field; a master’s degree is an advantage.
- Minimum 8+ years of progressive experience in bid or proposal management, ideally in large-scale infrastructure, transportation, or industrial sectors.
- Proven project management skills with the ability to plan, coordinate, and deliver complex projects with multiple stakeholders under tight timelines.
- Solid technical understanding and hands-on experience in at least one segment: light rail, passenger coaches, or locomotives.
- Strong commercial and contractual competence; experience with risk assessment and alignment to business objectives is a plus.
- Knowledge of the North American Rolling Stock market, its customers, and competitive environment.
- A collaborative leadership style and experience working across diverse, cross-functional teams.
- An organized, agile work style, comfortable handling multiple priorities in a fast-paced environment.
- Proficiency in Microsoft Office; knowledge of proposal tools and systems is advantageous.

This position in located in Sacramento, CA. The salary range for this position is $146,472.00- $172,380.00 and the annual incentive target is 15% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications and premium geographic location.

The pay range for this position is $146,472.00 - $172,380.00 annually with a target incentive of of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
