Then come and join our global team as Global Immigration & International Labor Law Governance & Program Expert (f/m/d)for shaping and overseeing or global immigration strategy, compliance framework, and cross-border labor governance. This role ensures that the organization maintains a consistent, risk-managed and business-enabling approach to cross-border movements across our 70+ countries. The expert manages external providers and partners with senior stakeholders in HR, legal and other relevant functions.


Choose the best place for your work – Within the scope of this position, it is possible, in consultation with your manager, to work mobile (within Germany) up to an average volume of 60% of the respective working hours.


Even more flexibility? Mobile working from abroad is possible for up to 30 days a year under certain conditions and in selected countries.


This position can be located in Germany, the Netherlands, Portugal or Czech Republic. Alternative locations within Europe may be possible.


Your tasks and responsibilities:

  • You are responsible for defining and maintaining global immigration strategy and translating immigration and labor law requirements into standardized governance rules, policies, and decision frameworks applicable across countries and business models.
  • You will define, review, and approve immigration governance settings within the International Business Travel Assessment Framework and Tool, including thresholds, permitted activity types, and nationality-based parameters.
  • You will guide and contribute the set-up or processes for international assignments, international Business Travel Compliance and International Mobile Working (for personal reasons) and foreign local hires ensuring consistent, compliant, and scalable application across global operations.
  • You will provide expert risk assessment and solution approval for complex mobility and cross-border working scenarios and relevant training and materials, supporting Siemens Healthineers business units with clear guidance for immigration and international labor law.
  • You will act as a central point of coordination for immigration & international labor law governance topics, working closely with internal stakeholders across Global Mobility, Corporate Tax, HR, and Legal.
  • You will serve as subject-matter expert on international labor and employment law across jurisdictions and support internal stakeholders on relevant topics
  • You will engage and manage external global immigration and labor law service providers in close collaboration with the Mobility Vendor Management function, ensuring service quality, alignment with governance standards, and continuous improvement.
  • You will lead internal audits and compliance reviews related to immigration and labor law.
  • You will monitor regulatory changes worldwide and proactively assess their impact on business operations

Your qualifications and experience:

  • You have successfully completed your university degree in Law (or Business administration) with specialization in labor, employment or immigration law
  • You have many years of professional experience in global immigration, international labor law, or cross-border workforce compliance, gained in an in-house, consulting, or advisory environment.
  • You have profound expertise in global immigration law frameworks, including visa and work authorization regimes, nationality-based restrictions, permitted activities, and immigration risk management.
  • You have a very strong understanding of cross-border labor law concepts, including employment law considerations linked to international business travel and mobile working arrangements.
  • You have proven experience in governance and policy design in the areas of immigration and labor law, including the development, implementation, and maintenance of global or regional mobility compliance frameworks.
  • You have proven experience defining and applying immigration thresholds, activity classifications, and decision rules across multiple countries and business scenarios.
  • You possess familiarity with Assignments, International Business Travel compliance and International Mobile Working for personal reasons concepts and their interaction with immigration and labor law requirements.
  • You have the demonstrated ability to assess complex cross-border scenarios and provide clear solution recommendations to HR and business stakeholders.
  • You are well experienced in working with external immigration service providers and internal vendor management or procurement functions.
  • You have the proven ability to operate effectively in a global, matrix organization, collaborating with stakeholders across Global Mobility, HR, Legal, Corporate Tax, and the business.

  • You have fluent English language skills (verbal & written), good German language skills are preferred
  • You possess strong analytical and conceptual skills, with the ability to interpret complex immigration and labor law requirements and translate them into clear, practical governance frameworks.
  • You have excellent stakeholder management skills, including the ability to advise, influence, and challenge senior business and functional stakeholders with confidence and credibility.
  • You have a structured and detail-oriented working style, with a strong focus on consistency, risk mitigation, and sustainable compliance across global operations.
  • You possess sound judgment and decision-making ability when assessing complex, high-risk cross-border scenarios with incomplete or evolving information.
  • You have the ability to balance regulatory requirements with business needs, taking a pragmatic, solution-oriented approach.
  • You have very strong written and verbal communication skills, with the ability to explain complex topics to non-expert audiences.
  • You are comfortable operating in a global, matrix environment with multiple stakeholders, competing priorities, and tight timelines.
  • You are well experienced in working with external service providers and internal governance functions, with the ability to hold vendors accountable to agreed standards.
  • You possess a very high level of integrity, discretion, and professionalism when handling sensitive compliance matters.
