Overview

The Software Engineering Manager for the OSES RFC/ADR Process is responsible for leading, maturing, and operationalizing Siemens’ cross-organizational technical decision-making framework. This role ensures transparency, consistency, and quality in how significant software engineering standards and architectural decisions are proposed, reviewed, documented, and communicated across the global Siemens developer community.

This leader will own the end-to-end governance of the RFC (Request for Comments) and ADR (Architectural Decision Record) processes, lead collaboration among engineering teams, guide domain working groups, and partner closely with the Architecture and Governance working group and OSES leadership.


Key Responsibilities

Process Ownership & Governance

  • Serve as the primary owner for the RFC/ADR lifecycle within OSES, ensuring adherence to process standards and consistent application across teams.
  • Maintain and improve the RFC/ADR processes in collaboration with the Architecture and Governance working group.
  • Oversee the intake process for new RFC proposals, ensuring clarity of problem definitions and alignment with established decision criteria.
  • Ensure decisions are well-documented, transparent, and accessible through published RFCs and ADRs.
  • Other duties as required

Stakeholder & Community Engagement

  • Foster a culture of open collaboration, encouraging the broader developer community to contribute feedback, perspectives, and expertise.
  • Partner with Siemens software engineering teams to communicate the purpose, expectations, and value of RFCs and ADRs.
  • Identify and coordinate with key stakeholders and decision owners for each RFC/ADR.
  • Serve as a liaison between proposers, working groups, SMEs, and OSES leadership.

Working Group Leadership

  • Oversee the formation and operation of domain-specific working groups based on the technical area of each RFC.
  • Ensure working groups effectively draft, refine, and review RFC and ADR documents using standard templates and best practices.
  • Guide working groups through structured feedback cycles and ensure time-bound, focused discussions.
  • Ensure accepted RFCs transition into corresponding ADR development when appropriate.

Quality Assurance & Decision Facilitation

  • Ensure that RFCs:
    • are time-bound
    • gather broad and meaningful feedback
    • identify all relevant stakeholders
    • meet criteria for community impact and priority
  • Ensure ADRs:
    • provide clear rationale and supporting context
    • reflect final decisions from identified decision owners
    • update or retire superseded ADRs as required
  • Support decision owners in reviewing recommendations and making final determinations.

Operational Management

  • Track and manage RFC intake via GitLab Issues and other OSES governance tools.
  • Ensure visibility into open, accepted, rejected, and published RFCs/ADRs.
  • Coordinate communication of outcomes, policy changes, and published decisions to the engineering community.
  • Engage with OSES leadership for escalations, reviews, and approvals.

Required Qualifications

  • Bachelor’s or Master’s degree in Computer Science, Engineering, or a related technical discipline.
  • 5+ years of experience in software engineering, architecture, or technical program management.
  • Strong understanding of modern software engineering practices, architecture patterns, and engineering governance.
  • Demonstrated experience facilitating cross-team or cross-organizational technical discussions and decisions.
  • Experience in defining and leading complex process across layers of leadership and cross functional businesses and stakeholders
  • Excellent communication, documentation, and stakeholder management skills.

Preferred Qualifications

  • Experience leading technical standards, engineering governance frameworks, or architectural review boards.
  • Familiarity with RFC/ADR frameworks or similar decision-recording methodologies.
  • Experience working in large, distributed engineering organizations.
  • Skilled at organizing and moderating time-bound, highly productive technical discussions.

The pay range for this position is 109,800 - 197,700 annually with a target incentive of 5-8 of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
