Position Overview:

The deputy Project Manager is a critical and multi-faceted role, central to maximizing the value and integrity of our Technical Support and Spares Supply Agreements (TSSSA) within passenger rail. This position serves as a key deputy to the Project Manager, actively supporting the broader project management effort with a specialized focus on driving value-added change orders and managing claims processes to safeguard and enhance contract performance.

This individual will identify and develop opportunities for value-added services that can be converted into contractual Change Orders, thereby enhancing customer value. Concurrently, the analyst leverages advanced analytical skills to monitor customer operational and maintenance data, proactively identifying behaviors that could detrimentally impact equipment health or contractual compliance. Equally important, this role is responsible for substantiating and pursuing claims against customers for non-compliance and guiding internal Procurement teams in claims against suppliers for performance issues. This role demands a blend of analytical rigor, effective communication, deep contractual expertise, and a strategic mindset focused on robust claims management, risk mitigation, and growth.

What will you do?

  • Project Support & Strategic Oversight:
    • Act as a deputy to the Project Manager, contributing to overall project strategy, planning, execution, and TSSSA performance.
    • Provide expert analytical and contractual insights to support project decision-making and risk mitigation strategies.
    • Drive initiatives related to value-added change orders and claims management as integral components of project success.
  • Customer Engagement & Education:
    • Serve as a key communicator to customer teams, clearly articulating the impact of their operational choices on equipment reliability, long-term costs, and contractual adherence.
    • Develop and deliver educational insights and recommendations to promote timely maintenance, proper equipment handling, and full compliance with service intervals and best practices.
    • Collaborate constructively with customer stakeholders to foster practices that align with equipment longevity and contractual requirements.
  • Value-Added Opportunity Identification & Change Order Development:
    • Proactively identify and assess opportunities for value-added services, equipment upgrades, or operational optimizations based on customer operational data, performance trends, and evolving needs.
    • Collaborate closely with sales, engineering, and contract management teams to develop compelling proposals for contractual Change Orders that enhance customer value, improve equipment performance, and generate new revenue streams.
  • Performance Monitoring & Risk Identification:
    • Conduct in-depth analysis of customer equipment usage, maintenance schedules, and operational data to detect deviations from TSSSA terms or industry best practices.
    • Identify and assess customer behaviors (e.g., delayed overhauls, improper operational procedures) that could lead to accelerated equipment degradation, increased lifecycle costs, or contractual non-compliance.
    • Utilize advanced data analytics to uncover trends and anomalies affecting equipment health and operational efficiency.
  • Supplier Claims Guidance & Support:
    • Act as a primary internal resource, alerting and guiding Procurement teams by providing critical data, analysis, and contractual context to substantiate and pursue claims against suppliers for defective parts, service failures, warranty issues, or other non-conformances that negatively impact TSSSA performance or cost.
    • Serve as a technical and contractual expert for internal teams during supplier claim negotiations.
  • Contractual Compliance & Customer Claims Management:
    • Maintain expert-level knowledge of TSSSA terms and conditions, particularly those pertaining to equipment maintenance, operational responsibilities, and cost allocation.
    • Meticulously document, track, and build cases for all instances of customer non-compliance that result in additional costs or liabilities for the provider.
    • Gather, analyze, and present comprehensive evidence (e.g., maintenance logs, incident reports, expert assessments, contractual clauses) to substantiate and pursue claims against the customer.
    • Prepare detailed reports and justifications for internal legal and commercial teams to support cost recovery efforts and dispute resolution.
  • Reporting & Insights:
    • Generate regular, insightful reports for internal management on customer equipment health, compliance status, identified strategic opportunities, and the progress and status of all claims (both customer and supplier-facing).

What will you need succeed?

  • Education: Bachelor’s degree in Engineering (Mechanical, Electrical, Industrial), Business Analytics, Supply Chain Management, or a closely related technical field. A Master's degree or relevant professional certifications (e.g., PMP, CMRP) is a plus.
  • Experience:
    • Progressive experience in the railway industry, with direct exposure to maintenance, operations, service delivery, or contract management roles.
    • Demonstrated experience in data analysis, business intelligence, and a proven track record in claims management (customer or supplier-facing) or contractual dispute resolution.
    • Experience with identifying commercial opportunities and change order processes is highly desirable.
    • Proven experience in project management, including planning, execution, and stakeholder communication.
  • Technical Skills:
    • Advanced proficiency in data analysis tools (e.g., Excel, SQL, Power BI, Tableau) and statistical techniques.
    • Strong understanding of passenger rail equipment systems, maintenance practices, and operational data.
    • Familiarity with Enterprise Asset Management (EAM) or Computerized Maintenance Management Systems (CMMS).
    • Proficiency in project management methodologies and tools.
  • Soft Skills:
    • Exceptional analytical, critical thinking, and strategic problem-solving abilities.
    • Outstanding communication, presentation, and negotiation skills, with a proven ability to influence and advocate for organizational interests with diverse internal and external stakeholders.
    • Highly proactive, results-oriented, detail-focused, and exceptionally organized.
    • Ability to work independently and collaboratively within cross-functional teams, adept at balancing customer relations with rigorous claims pursuit and opportunity development.
