 The Senior Project Executive is responsible for leading the successful execution of federal energy and infrastructure projects while supporting strategic growth initiatives. Reporting to the Program Manager, this role combines technical project delivery with cross-functional leadership in proposal development, price estimating, and customer engagement. The ideal candidate brings deep subject matter expertise in [smart infrastructure, energy systems, building automation, or federal construction], a proven record of project success, and the ability to support new business pursuits in a capture-driven environment.

Key Responsibilities:
Project Execution:
•Lead the full lifecycle execution of federal infrastructure and energy projects, ensuring performance against scope, schedule, and financial targets.
•Serve as the day-to-day lead for assigned projects, coordinating with cross-functional teams and subcontractors to ensure compliance with contractual, technical, safety, and quality standards.
•Provide subject matter expertise in areas such as [insert SME focus: energy efficiency, HVAC/UMCS, SCADA, microgrids, or federal construction] throughout design, implementation, and commissioning.
•Develop and manage project schedules, risk registers, budgets, forecasts, and performance reports. Escalate variances and lead recovery planning as needed.
•Maintain rigorous standards in CPAR-relevant areas, including quality, safety, and customer satisfaction.
•Drive subcontractor and vendor execution in coordination with supply chain, field operations, and quality control teams.

Business Development & Capture Support:
•Partner with business development and capture teams to support pre-award efforts, including technical solutioning, price estimating, and proposal development.
•Lead or contribute to the technical writing of proposals, statements of work, execution plans, staffing narratives, and management plans.
•Collaborate on cost proposals by providing bottom-up estimates, execution strategies, and risk-informed pricing inputs.
•Participate in color team reviews (Pink, Red, Gold) as a technical evaluator or proposal section lead; provide feedback to strengthen bid competitiveness and compliance.
•Represent operational delivery perspective in bid/no-bid decisions, kickoff meetings, and lessons learned sessions.

Requirements:
•Minimum of 12 years of experience delivering complex federal construction, infrastructure, or energy projects.
•Demonstrated subject matter expertise in one or more of the following: smart infrastructure systems, building automation, energy performance contracting, UMCS, or critical facilities construction.
•Proven experience in leading project teams in a matrixed environment with accountability for cost, schedule, and risk.
•Experience supporting or leading federal proposal development, including technical writing and estimating.
•Familiarity with federal acquisition processes, CPARS evaluations, UFGS/UFC requirements, and relevant codes and standards.
•Strong proficiency with Microsoft Project, Excel, and project financial systems.

Preferred:
•PMP certification preferred.

Travel:
•Willingness and able to travel up to 25% annually

Security Clearance:
•Must be a U.S. Citizen with an active Secret clearance and the ability to maintain it.

The pay range for this position is $130,600.00 - 176,800.00 annually with a target incentive of 15% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
